VỀ VIỆC ĐIỀU ƯỚC QUỐC TẾ CÓ HIỆU LỰC
Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:
Thỏa thuận trao đổi giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Đại hàn Dân quốc về hạn ngạch thuế quan trong Tổ chức thương mại Thế giới đối với mặt hàng gạo, ký tại Hà Nội ngày 15 tháng 01 năm 2020, có hiệu lực từ ngày 01 tháng 01 năm 2020.
Bộ Ngoại giao trân trọng gửi bản sao Thỏa thuận theo quy định tại Điều 59 của Luật nêu trên./.

Dear Mr. Khanh
Regarding modifications to Schedule LX - Republic of Korea (G/MA/TAR/RS/396) pursuant to Article XIII(2)(d) of the General Agreement on Tariffs and Trade and Annex 5 to the Agreement of Agriculture within the framework of the World Trade Organization (WTO), I have the honor to confirm the following agreement reached between the Government of the Republic of Korea and the Government of the Socialist Republic of Vietnam concerning the 408,700 metric ton (MT) WTO tariff-rate quota (TRQ) for rice (the “Rice TRQ”) maintained by the Government of Korea and the country-specific quota for Viet Nam (the “Viet Nam CSQ”) established within the Rice TRQ pursuant to the “AGREEMENT BETWEEN THE GOVERNMENTS OF AUSTRALIA, THE PEOPLE’S REPUBLIC OF CHINA, THE REPUBLIC OF KOREA, THE KINGDOM OF THAILAND, THE UNITED STATES OF AMERICA, AND THE SOCIALIST REPUBLIC OF VIET NAM”
1. Each year, Korea’s Ministry of Agriculture, Food, and Rural Affairs (MAFRA) shall conduct tenders at regular intervals throughout the year for importation of rice under the Viet Nam CSQ of 55,112 metric ton;
2. Without prejudice to Korea’s TRQ administration, Viet Nam CSQ shall be granted to Vietnamese entities with rice grain types that are grown and processed in Viet Nam.
3. MAFRA shall ensure that tendering for imports under the Viet Nam CSQ is conducted in a competitive manner.
4. MAFRA shall ensure that its TRQ administrative procedures are in conformity with the relevant provision of the WTO and do not have restriction effects on rice imported under the TRQ mechanism.
I have the honor to propose that this letter and your letter of confirmation in reply shall constitute an agreement between our two Governments, pursuant to Article XIII(2)(d) of the General Agreement on Tariffs and Trade, which shall enter into force on January 1, 2020. Korea acknowledges that this agreement is without prejudice to the parties’ rights under the WTO Understanding on Rules and Procedures Governing the Settlement of Disputes (DSU).

I have the honor to acknowledge receipt of your letter of December 12, 2019 which reads as follows:
